The measure would also impose rules that would ensure drivers who have tested for impaired driving without alcohol are informed if they qualify for an exemption, the bill says.

New York has the country’s highest rate of adult drivers and drivers at the very top of the impaired driving spectrum, according to the National Highway Traffic Safety Administration, which has not yet issued a nationwide road-safety warning for drivers with alcohol and/or drugs in their systems.

The bill would ensure that any licenses affected by the change are issued for one year and drivers with expired licenses would have their licenses automatically renewed after the expiration date, state officials said.

Drivers currently must submit their blood-alcohol results to the department at least 15 days before testing begins in order to qualify for an exemption. The department would notify violators if a test is requested later in the process, state officials said.
